Sector for Financial, Legal and General Affairs

Sector for financial, legal and general affairs is in charge of the timely and full  implementation of the financial tasks:

• drafting of documents aimed at budget design and revised budget,
• drafting of the procurement plans,
• drafting and implementation of the public procurement procedures and unsolicited offers,
• analysis of the monthly, quarter and annual reports on all segments of the financial operations,
• drafting of replies to the MP’s inquiries,
• is responsible for the accuracy of the financial documentation  and drafts books of rules and regulation on the control and usage of the budget funds,
• takes part in the development of the work scheme of the General Secretariat,
• co-signs documents signed by the Government’s Secretary General,
• monitors the usage of the Budget funds, makes analyses of the allocated funds,  keeps records on the accurate and timely payments and protection of data,
• monitors the implementation of the material-financial regulations,
• maintains treasury operations and implements decisions on the usage of the budget reserves,
• co-operates with the Service for the revision of the public sector and other financial institutions,
• is responsible for the accurate and updated maintenance of the financial books,
• prepares data for the development of periodical and annual reports,
• prepares data for the Main treasury book, harmonises analytical records with the Main treasury book,
• is responsible for the capital assets belonging to the  General Secretariat, as well as for the capital assets belonging to the Administrative center,
• supervises and executes internal control,
• provides for maintenance and updating of the equipment and assets,
• implements investment and technical maintenance unless in the jurisdiction of the special Government’s service,
• organizes the rolling-stock of the General Secretariat, car registrations, provides the investment maintenance of the rolling-stock,
• manages human resources,
• prepares and approves the professional training of the employees; delivers and keeps documents of the Government of the Republic of Srpska and General Secretariat.
