The Government approves the Draft Law on Hospitality Services, simplified procedures for businesses and citizens, enhanced service quality control

Објављено:

During its 28th session held in Banja Luka on 24 September 2026, the Government of the Republic of Srpska approved the Draft Law on Hospitality Services. This legislation simplifies procedures for businesses and citizens, enhances digitalization and service quality control and establishes a modern regulatory framework for further development of tourism and hospitality, while raising standards and further improving the tourism.

Key innovations include system regulation of special-occasion venues, as well as more precise conditions for providing accommodation services in apartments, holiday homes and rental rooms; under these rules, individuals may provide such services in up to five accommodation units (or up to 10 beds), whereas legal entities acting as service providers face no restrictions regarding the number of accommodation units or guests. Additionally, the law defines the possibility for individuals to provide camping accommodation services through a simplified procedure.

In order to foster development of rural tourism and local gastronomic offer, the category of "tasting area" is being introduced for the first time. The new law allows hospitality providers to use hermetically sealed PET packaging alongside glass packaging, while simultaneously banning the serving of drinks in plastic cups, pouches, and other open, single-use plastic containers.

The digitalization process is being further enhanced through introduction of an electronic guest register via the Central Information System, and the review period for categorization of hospitality establishments is being reduced from four to three years, with the possibility of ad-hoc inspections.

Special attention is paid to accessibility for persons with disabilities through introduction of an official accessibility label, thereby ensuring greater transparency and informing users about the availability of hospitality services.

The Government accepted the Report on the initiative by the Republic of Srpska Road Traffic Safety Agency to secure additional funding for traffic safety prevention and improvement, and has agreed to provide additional funds in the amount of BAM 2,000,000.00 for these purposes.

The Road Traffic Safety Agency stated that the need for additional funds stems from the importance of preventive measures as a key mechanism for reducing the number and consequences of traffic accidents, as well as the need to respond to negative traffic safety indicators with more robust activities. The funds will be used to implement projects and activities outlined in the the 2026–2035 Road Traffic Safety Strategy of the Republic of Srpska.

The Government of Republika Srpska has accepted the report on the initiative by the Republika Srpska Ministry of Internal Affairs to construct local helipads aimed at enhancing civil protection and emergency medical transport capabilities. The Government has tasked the Ministry of the Interior and the local self-government units of Doboj, Trebinje, Višegrad, Lukavica, Pale, and Karakaj—where sites for the construction of helipads have been proposed—with initiating activities for the preparation and implementation of the construction project.

The Ministry of the Interior’s initiative states that, due to the increased volume of helicopter operations in Republika Srpska, it is necessary to regulate this sector by establishing a network of helipads. Helicopter landing and takeoff facilities in certain cities and municipalities are not suited to the needs of modern helicopter operations, particularly in the vicinity of healthcare facilities, police installations, and institutions responsible for protection and rescue. The Ministry has proposed initiating the construction of a helipad network of strategic importance to Republika Srpska.
