The Government of Republic of Srpska adopted today
during its 5th session held on 20 February 2026 in Banja Luka, the Decision on Adoption
of the Plan for the Use of Funds to Foster Development of Agriculture and Rural
Areas in 2026 in total amount of BAM 180,000,000.00.
The funds are intended as:
1) support to current agricultural production in the
amount of BAM 107,115,000.00,
2) support to long-term development in the amount of BAM
48,920,000.00 and
3) system measures in the amount of BAM 23,965,000.00.
The support to current production aims to increase the
volume and productivity of agricultural production. Taking into account the
difficulties that agricultural producers face in financing current production
and the problems related to agricultural product market, these funds will take a
dominant share in the total volume of funds. Support for current production is
provided for livestock farming and plant production.
All agricultural producers in the field of livestock
farming and plant production who have registered agricultural areas in the
Register of Agricultural Households and who have reported the use of these
areas for 2026, may also exercise the right to co-financed diesel fuel this year, for
which funds in the amount of 12 million have been assigned.
Support for long-term investments refers to
investments in agricultural households and food industry, as well as to the measures
to support investments of common interest. The aim of support for long-term
investments in agricultural households is to increase the capacities of
producers and processors of agricultural products and to consolidate
production, which will contribute to better competitiveness in the market. The
following measures are envisaged within the framework of investment support
measures: investments in agricultural machinery, investments in livestock
production and crop production, and investments in storage and
processing.
System support measures are intended to ensure
conditions for smooth proceeding of agricultural production, for enabling health
protection of animals and plants, production of seeds for artificial insemination
in cattle breeding, improvement of laboratory capacity, keeping records and registers and
other support measures.
The Government of the Republic of Srpska adopted a
Decision on granting consent to the Plan for the Use of Funds for Implementation
of the Strategy for Development of Small and Medium-sized Enterprises,
Entrepreneurship and Establishment of Business Zones in the amount of BAM 2,500,000.00.
The adopted Plan defines the purpose of allocation of
incentive funds, which will be directed for digital transformation of
business, procurement of equipment for small and medium-sized enterprises,
as well as the preservation of traditional crafts. Also, in accordance with the
degree of completion, new investments, ongoing investments and implemented
investments will be supported.
The adoption of the Decision creates conditions for timely
implementation of the procedures for granting incentives, in accordance with
the Law on the Development of Small and Medium-sized Enterprises and the
current Regulation on the Procedure for Granting Incentives for Improving the
Competitiveness of Small and Medium-sized Enterprises.
The Government of the Republic of Srpska approved the
Information on the Intent to Obtain Additional Credit within the Health System
Improvement Project with the World Bank — International Bank for Reconstruction
and Development.
The Government has agreed with the activities and
proposal for additional loan of the Republic of Srpska from the World Bank -
International Bank for Reconstruction and Development in the amount of
45,000,000.00 euros, for continuation of financing of the Project for the
Improvement of Health Systems in BiH (IBRD 9351 BA) and for co-financing of the
Project for Reconstruction, Construction
and Equipping of Four Psychiatric Institutions in Republic of Srpska.
These additional loan funds would finance the
settlement of the UKCRS tax debt, co-finance the costs of implementing the
Project for the reconstruction, construction and equipping of four psychiatric
institutions in Republic of Srpska (PHI Special Hospital for Psychiatry
Sokolac, PHI Special Hospital for Chronic Psychiatry Modriča, PU Home for
Persons with Disabilities Višegrad and the UKCRS Psychiatric Clinic) and expand
the scope of financing project activities for procurement of medical equipment,
ambulances and continued support for digitalization in the healthcare system of
Republic of Srpska.
The Government accepted the Information on Implementation
of the Integrated Development Program for the Sava and Drina River Corridor
Phase I (SDIP I) and the initiative for preparation of the second phase of the program
(SDIP II).
The Ministry of Agriculture, Forestry and Water
Management and the Ministry of Finance are hereby instructed to initiate the
procedure with the Ministry of Finance and Treasury of BiH to submit an
official request to the World Bank for the formal start of the preparation of
Phase II.
The Agricultural Project Coordination Unit (ARSI) is
hereby instructed to continue with the preparatory activities and finalize the
environmental and social studies necessary for the approval of new funds.
The Integrated Development Program for the Sava and
Drina River Corridor (SDIP) is one of the most significant regional
infrastructure endevours in Southeast Europe. It is being implemented with the
support of the World Bank Group through a multi-phase programmatic approach
(MRA), with a total investment framework of approximately USD 332 million. The
main objectives of the program are to strengthen cross-border cooperation in
water resources management, to improve flood protection and increase climate resilience
in the Sava and Drina river basins.
The Government of the Republika Srpska has adopted the
Information on the need to develop a preliminary design for flood protection of the Bosna River and its tributaries, the rivers Spreča and Usora, in the wider
urban area of the city of Doboj and other technical
documentation.
The Ministry of Finance and the Ministry of
Agriculture, Forestry and Water Management of the Republic of Srpska are hereby
ordered to provide the necessary funds in the amount of 2,340,000.00 including
VAT for implementation of the aforementioned activity and to transfer them to
the City of Doboj.
The City of Doboj is hereby ordered to conduct a
public procurement procedure in accordance with the Law on Public Procurement of
BiH in order to implement the activities referred to in Point 1 of this
Conclusion.
The conceptual solutions would involve conducting a
hydrological and hydraulic analysis of the water regime of the Bosna River and
its tributaries, the Spreča and Usora rivers as well as developing a conceptual
solution for flood protection of the urban spatial unit of the City of Doboj.
The Government of the Republic of Srpska has accepted
the Information on allocation of funds for implementation of the project
Development of domestic drama text "Say Out Loud" in cooperation with
the Public Institution, "Semberija" Citz Theater in Bijeljina, and
has tasked the Ministry of Education and Culture to allocate funds in the
amount of BAM 50,000.00 from the grant intended for financing projects and programs
in accordance with the Law on Games of Chance for this purpose.
The Ministry of Education and Culture of the Republic
of Srpska has identified the development of domestic drama as one of the goals
of the Strategy for the Development of Culture of the Republic of Srpska from
2023 to 2030, through affirmation of domestic drama authors and theater
directors, in order to develop the theaters in Republic of Srpska.
In addition to encouraging the development of
contemporary domestic texts, in the coming period it is necessary to strengthen
projects that would encourage contemporary domestic production, audience
development and theoretical and scientific work. It is also necessary to
encourage the development of theater scenes that are recognized by the Strategy
as relevant and with potential, namely Prijedor, Trebinje, Bijeljina, Doboj,
Gradiška and East Sarajevo, along with the active improvement and nurturing of
existing theaters.
After successful implementation of the project in
cooperation with the public institution "Gradsko pozoriste Gradiška"
in 2022 and public institution "Prijedor Theatre" in 2024, this
year it is planned to implement the project in cooperation with the City
Theatre "Semberija" in Bijeljina.
Within the same project, it is planned to announce a public
competition for selection of the best domestic drama text and other
accompanying content. The three best texts will be awarded a cash prize, and in
the 2026/27 theater season, the first-prize winning text will be performed on
the stage of the City Theatre "Semberija" in Bijeljina and included
in its repertoire.
