The Government of Republic of Srpska adopted today during its 22nd session the Information on possibility of
co-financing the extended stay for children attending private
preschool institutions and tasked the Ministry of Health and Social Welfare,
the Ministry of Education and Culture and the Ministry of Finance to prepare
and propose within seven days, in
cooperation with the Public Fund for Child Protection of the
Republic of Srpska a model for co-financing the extended stay for children attending
extended stay in private preschool institutions from 1 September 2026.
The Government of Republic of Srpska has accepted the
Initiative for the expansion of spatial capacities of “Sveti Vračevi” Hospital in
Bijeljina, and has tasked the Hospital with obtaining a conceptual design with
equipment specifications and a detailed cost estimate for the construction and
equipping of the facility.
The
new facility will include an emergency unit with a day hospital; a radiology
center, primarily intended for outpatients; a polyclinic –
outpatient section with over 40 specialist outpatient clinics; an operating
block with four modernly equipped operating rooms; intensive care units,
namely: an intensive care unit for surgical branches and an intensive care unit
for non-surgical branches, central sterilization, a ward with 188 hospital
beds, and hospital administration and joint services.
At today's session, the Government of the Republika
Srpska adopted a Decree on allocation of tourist vouchers to citizens
of the Republic of Srpska for subsidized use of catering services in catering
facilities for accommodation, all with the aim of developing domestic tourism.
According to the proposed solution, a citizen of the
Republika Srpska can use one tourist voucher worth 100 BAM provided that he/she
spends at least two consecutive nights, including overnight stays with
breakfast in one accommodation unit of a catering facility for accommodation.
The main objective of the voucher is to encourage
travel and the use of tourist services within the Republic of Srpska which
directly benefits catering facilities that provide accommodation services,
restaurants and other service providers.
The general goal of issuing a tourist voucher is to
assist the tourism sector and citizens of the Republika Srpska, in order to
motivate them to spend their vacation in the Republika Srpska for the
development of domestic tourism and increase spending in the Republika Srpska.
The Government of the Republika Srpska has adopted a
Decision on the extension of the application of the Decision on Direct Support in Oil Derivatives Market, which will be applied until
September 14, 2026.
The Decision on Direct Support stipulates that legal
entities, sole proprietors and individuals in Republic of Srpska are entitled
to reduced price in the amount of 0.10 BAM per liter
of purchased oil derivatives (unleaded gasoline and diesel fuel) at gas
stations in Republic of Srpska.
We note that based on the application of the Decision
on Direct Support due to Disturbances in the Oil Derivatives Market, a total of BAM 1.83 million was paid from the budget of the Government of the Republic of Srpska this year in the period April - May; in the period May-June, a total of
2.45 million was paid; while it is expected that in the period June-July,
around 2.7 million will be paid based on requests submitted by oil derivatives
traders participating in this action.
The above data clearly indicate the increasing
interest of the citizens of the Republic of Srpska in the measures that the
Government of the Republic of Srpska has been implementing since April 2026 in
order to protect the living standards of the population and ensure the
stability of the oil derivatives market in the Republic of Srpska.
The Government adopted a Decision on the
acceptance of a loan from the European Bank for
Reconstruction and Development for the Foča-Hum road project.
The reasons for this decision are contained in the
need to finance the construction and reconstruction of the Foča-Hum road in the amount
of EUR 60,000,000. This loan is being implemented as part of a broader and
coordinated arrangement with the World Bank - the International Bank for
Reconstruction and Development, which is co-financing the works on this section in joint efforts.
The objective of the Project is to improve regional
connectivity by reconstructing existing and constructing new sections of the
road on the Foča-Hum (Šćepan Polje) route, including the construction of a new
cross-border bridge over the Tara River, in order to increase traffic safety,
improve the geometric elements of the road, and improve cross-border
connectivity with Montenegro.
The Government of the Republic of Srpska has accepted
the Information on the provision of funds for the reconstruction of the
building of the Public Institution Student Center Zvornik and has tasked the
Ministry of Scientific and Technological Development and Higher Education and
the Ministry of Finance to provide 2,200,000 including VAT for implementation of this project.
The project will be implemented in two phases. The
first phase, which requires 700,000 (VAT included(, refers to the completion
of the energy efficiency project and includes the repair of the flat roof of
1,200 square meters in the part above the student rooms, the installation of
external joinery and the production of a facade with thermal insulation. The
second phase includes the internal reconstruction of all student rooms and the
purchase of inventory, and the estimated value of these works is 1,500,000 including VAT. The reconstruction will also enable the partitioning of larger
student rooms, which will increase the number of rooms and allow each of them
to have a separate bathroom.
The implementation of both phases of the project will
simultaneously solve two significant problems - the reconstruction of the space
used by the Faculty of Technology of the University of East Sarajevo for
laboratory teaching and scientific research, which will protect sensitive
laboratory equipment necessary for teaching and scientific research activities,
and the reconstruction of all student rooms in the Student Center Zvornik,
which will provide more adequate conditions for the accommodation and stay of
students, including students who will use the accommodation within the
framework of international exchange.
The Government of Republika Srpska also adopted the
Information on Recommendations to Employers in Republika Srpska for Acting during high temperatures and appeals to all employers in Republic of Srpska
to take all necessary measures to protect the health of workers exposed to high
temperatures, and in particular to adjust work organization and redistribute
working hours in order to avoid working during the hottest period of the day,
in accordance with the Law on Occupational Safety and Health.
The Government adopted the
Information on the priority capital project "Reconstruction of the sports
hall in the municipality of Berkovići", and has tasked the Ministry of
Finance to provide financial resources from the Budget of the Republika Srpska
in the amount of BAM 800,000.00 in the coming period, in accordance with the
possibilities, for the implementation of this project.
The Government adopted the
Information on implementation of activities envisaged by the Program of
measures for strengthening security and preventing violence in primary and
secondary schools and student homes in Republic of Srpska, for the
period from January to the end of June 2026.
The Government of the Republic of Srpska supports the
activities of the ministries involved in implementing the Program of Measures
for Strengthening Security and Preventing Violence in Primary and Secondary
Schools and Student Homes and notes that indicators on the number of
reported cases of peer violence indicate the need to further improve the system
of prevention, early recognition and intervention in cases of violence.
The Government has tasked the Ministry of Education
and Culture, in cooperation with competent institutions, to prepare a proposal
for the reorganization of the work of the Interdepartmental Team, with the aim
of ensuring more efficient work, more active participation of all institutions,
strengthening coordination and timely implementation of activities from the
Program of Measures.
At today's session, the Government of the Republic of Srpska adopted the Framework Budget Document of the Republic of Srpska for the 2027-2029 period, which, based on projections of macroeconomic
indicators in medium-term planning, determines the resources within which the
budget of the Republika Srpska should be prepared in the coming period. According to this document, it is expected that the
real growth of gross domestic product in 2026 will amount to 2.3%.
The projected economic growth rate in the period
2027-2029 is around 3% on average, i.e. further growth in economic activity is
expected, driven by domestic consumption, with a positive contribution from
investments.
The Government of the Republika Srpska has accepted
the Information regarding the need to purchase a business building in the
administrative center in Teslić.
The facility will be used to accommodate regional
units of the Tax Administration of the Republika Srpska, the Public Institution
of the Employment Agency of the Republika Srpska, the Pension and Disability
Insurance Fund of the Republika Srpska, the Public Institution of the Public
Fund for Child Protection, the Republic Administration for Geodetic and
Property-Legal Affairs, the Ministry of the Interior and other institutions that express a need for it, to which the aforementioned
facility will be provided for use.
BAM 10,000,000 will be provided for the purchase of a
business facility in Teslić.
The Government of the Republika Srpska dopted a
Decision on the establishment of the Public Institution Primary School
"Stevo Kaluđerčić" in East Novo Sarajevo. The need to establish a new
school was the reuslt of the continuous increase in the number of students in the area
of Istočno Novo Sarajevo. The Government of the Republic of Srpska previously provided
funds for the construction of a new school building, which has since been
completed, and after it was determined that the conditions for establishing a
public primary school were met, its independent establishment began. The new
school will take over part of the students of the existing Primary School
"Sveti Sava", in accordance with the established enrollment areas for
primary schools in the area of the municipality of Istočno Novo Sarajevo.
