During the 159th session, the Government of
Republic of Srpska adopted the Information on the Possibilities of Intervention
Procurement of Goods and passed a conclusion ordering the procurement of basic
food items and oil in the amount of BAM 15 million.
The Government of the Republic of Srpska instructed
the Ministry of Trade and Tourism, in coordination with the Ministry of
Agriculture, Forestry and Water Management to carry out procurement and ensure
the storage of those goods and products following urgent procedure.
The Government considered the Information on settlement
of obligations of the utility water and sanitation company AD "Vodovod i
kanalizacija" in Bijeljina towards the Republic of Srpska, based on the
Project for construction of a wastewater collection system in the municipality
of Bijeljina with the European Bank for Reconstruction and Development. Under this
project worth seven million euros, the utility company AD "Vodovod i
kanalizacija" Bijeljina was designated to repay the loan but on January
31, 2019, this company informed the Government it was no longer able to fulfill
its obligations on the basis of loan repayment, after which the Government of
the Republic of Srpska took over those obligations as a guarantor, settling all
due loan installments. In the period from 31 July 2019 until 31 January 2022, the
receivables of the Republic of Srpska on the basis of the said Project amounted
to BAM 3,886,354.86. In the previous period, consultations were held with
authorized persons of the public company AD "Vodovod i kanalizacija"
Bijeljina in order to define the elements of the Agreement on the manner of
settling the receivables from the end user / debtor, bearing in mind that
Republic of Srpska allocates significant funds to repay the loan under this
Project. With its conclusion, the Government of the Republic of Srpska
instructed the Minister of Finance to conclude the Agreement on settling of obligations
on behalf of the Government of the Republic of Srpska. This agreement would
define the timeframe and pace of settling the total debt, as well as the
enforcement procedure in case of delay of the debtor AD "Vodovod i
kanalizacija" Bijeljina.
In today's session, the Information on the use of
credit funds within the Macro-Financial Assistance Program of the European
Union was discussed and adopted. The first tranche was withdrawn in 2021 in the
amount of BAM 91.1 million. The loan funds are intended to support the budget
of the Republic of Srpska in order to meet the budget needs and support the
Republic of Srpska in solving the problems caused by the pandemic of coronavirus.
In accordance with the Information, the funds are intended for the implementation
of the conclusions of the Management Board of the Compensation Fund of Republic
of Srpska and the purpose of the second tranche will be the implementation of
the conclusions of the Board of the Compensation Fund in 2022.
The Government of the Republika Srpska, after
consultations and obtaining positive opinions of competent institutions and
local self-government units, passed a Decision on initiating the procedure of
granting a concession for the construction of the solar power plant "Solar
Park Bileća" in the municipality of Bileća.
The installed capacity of the power plant is 10 MW and
the estimated annual production is 16.5 GWh.
In the next period, the Ministry of Energy and Mining
will carry out the procedure in order to announce a public call for the award
of a concession for the construction of this solar power plant.
The Government of the Republika Srpska has passed the
Decision on giving consent to the Plan and work program of the Public
Institution "Andrić Institute" in Višegrad with the Annual Financial
Plan for 2022.
The public institution "Andrić Institute" in
Višegrad was established by the Agreement on Establishment concluded in June
2013 between the Governments of the Republic of Srpska and the Republic of
Serbia, as co-founders of the Institution. The institution was established in
accordance with the Agreement on Special and Parallel Relations concluded
between the two Governments on September 26, 2006. The Institute is engaged in
scientific research work in the field of social sciences and humanities. In
this sense, the Andrić Institute offers scientific, academic and professional
community, as well as the general public, a new and more comprehensive concept
in research, organization, connection and promotion of various ideas and
knowledge in the spirit of time and environment, through research projects,
scientific studies, journalism, congresses, conferences, symposiums, scientific
gatherings, seminars, round tables, workshops, organization of educational,
promotional and other special events.
A scientific research center has been established
within the Institution, as a special organizational unit, with the aim of
conducting basic, applied and development research of general interest.
The Government of the Republic of Srpska approved the Proposal
of the Law on Cultural Heritage, which regulates the types of cultural goods,
the activity of protection and use of cultural goods and goods that enjoy protection
and other issues of relevance for the protection of cultural goods.
Cultural property, in the sense of this law, is any
immovable, movable or intangible property which, in accordance with this law,
is determined to be of permanent historical, artistic, ethnographic,
anthropological, archaeological, architectural, natural, scientific, technical
or other significance. Things and creations, tangible and intangible cultural
heritage, which are presumed to have properties of special importance for
culture, art and history, enjoy the protection established by this law.
The adoption of the new Law on Cultural Heritage
stemmed from the need to improve and enhance the existing normative framework
in the field of protection and use of cultural goods, established by the
current Law on Cultural Heritage which would enable protection and preservation
of tangible and intangible cultural goods, advancement of protection
institutions in the professional sense and provided all necessary conditions
for the protection of immovable, movable and intangible cultural property of common
interest to the Republic of Srpska.
The immediate reason for passing the new Law is the
desire to harmonize the existing normative solutions in the field of protection
of cultural goods with international and European standards in this field, especially
with the modern information environment which is new compared to the previous
law.
The Government of the Republika Srpska adopted the
Information on the implementation of the project "Rethinking education
again - Creating better education for children during and after the COVID-19
crisis with a focus on the most vulnerable" and instructed the Ministry of
Education and Culture and the Ministry of Scientific and Technological
Development, Higher Education and Information Society to continue further
activities on its implementation, respecting the constitutional competencies of
the Republic of Srpska in the field of education.
The project focuses on the challenges originating from
shortcomings in the learning process and prevents school dropouts, especially
for the most vulnerable categories of students and skills for future
employability in the labor market, professional development of primary and
secondary school teachers to apply new technologies in the educational process,
ICT equipping schools, and making materials that will help schools in the
procurement of equipment and professional development of teachers.
Since 2021, project activities in the Republic of
Srpska are being implemented by the Ministry of Education and Culture and the
Ministry of Scientific and Technological Development, Higher Education and
Information Society, with the support of UNICEF, UNESCO, International Labor
Organization (ILO) and UN volunteers.
The Government of the Republic of Srpska has passed the
Decree on Amendments to the Decree on the Procedure for Granting Incentives for
Direct Investments.
During the implementation of the procedure for
granting incentives for direct investments in 2021, it was noted that it was
necessary to partially intervene in the content of the Decree in order to have more
precise prescribing of certain conditions, institutes and concepts, as well as
established deadlines for fulfilling certain obligations.
In accordance with the reform measures of the
Government of the Republic of Srpska, amendments to the criteria for scoring
are proposed, with the aim of further encouraging business associations to
increase workers' salaries. Accordingly, in addition to the existing criteria,
a new criterion has been introduced which scores the amount of paid average
gross salaries of employees.
In addition to the above, this Decree further
harmonizes the procedure for granting incentives with the rules for granting
state aid from the Decree on Conditions and Procedure for Granting Small Value
State Aid - De Minimis Aid (Official Gazette of Republika Srpska, No. 111/20)
and Commission Regulation (EU) 1407/2013 of 18 December 2013 on the application
of Articles 107 and 108 of the Treaty on the Functioning of the European Union
to de minimis aid. Accordingly, the amendments in question prescribe the form
of the statement on the received state aid in the current and two previous
fiscal years, as well as the form of the notification on the granted de minimis
aid.

The Government issued a decision on establishing the general
interest for the purpose of regulating the watercourse of the river Jošavka in
the municipality of Jezero.
The Government of the Republic of Srpska passed a
Decision on dismissal of Branislav Zeljković from the position of Director of
the Public Health Institute of the Republic of Srpska, at his personal request,
and passed a Decision on the appointment of Kostadin Vasić as Acting Director
of the Public Health Institute of the Republic of Srpska for a period of up to
60 days.
