The Government of the Republic of Srpska adopted during
its 103rd session the Decision on the Plan of using the funds to promote rural and
agricultural development in 2025.
The 2025 Budget of Republic of Srpska within the
framework of the Agency for Agrarian Payments, include funds in total amount of
BAM 180,000,000.00 for subsidies intended for rural and agricultural development.
The incentives are distributed into three main positions or groups of measures,
namely:
1) support to current production in the amount of
110,715,000.00,
2) support to long-term development in the amount of
45,100,000.00 and
3) support to system measures in the amount of 24,185,000.00 KM.
Support for current production aims to increase the
volume and productivity of agricultural production. Taking into account the
difficulties that agricultural producers face in financing current production,
as well as problems related to the market of agricultural products, these funds
occupy a dominant share in the total volume of funds. Support for current
production is provided for:
- current production in livestock farming and
- current production in the field of plant production
Support to long-term investments refers to investments
in agricultural households and food industry, as well as to measures to support
investments of common interest. The aim of support for long-term investments in
agricultural households is to increase the capacities of agricultural producers
and to consolidate production, which will contribute to better competitiveness
in the market.
System support measures aim to ensure conditions for
the smooth conduct of agricultural production, ensure health protection of
animals and plants, produce seeds for artificial insemination in cattle
breeding, improve laboratory capacity, keep records and registers, and other
support measures.
The Government of the Republic of Srpska adopted the
Consolidated Report on Execution of the Budget of the Republic of Srpska for
the period from January through September 2024.
In this period, revenues and receipts planned by the
budget from on the account of the general fund were realized in the amount of
BAM 4.381,7 billion (four billion 381 million 700 thousand BAM), which is 2%
more than the Budget for the first nine months of 2024.
In the first nine months of 2024, revenues from direct
taxes amounted to BAM 1.738,8 billion, which is 3% more than the adopted Budget
for the first nine months, or 2% less than the financial plan for the first
three quarters of 2024.
Indirect taxes amounted to 1.537,2 billion for the
first nine months of 2024, which is 2% more than the adopted Budget for the
first nine months, and 1% more than the financial plan for the first three
quarters of 2024.
Expenditures and costs planned by the budget for the
general fund in the first three quarters of 2024 were reported in the amount of
3.971,2 billion which is 8% less than the Budget for the first nine months of
2024.
Expenditures and expenditures related to projects
financed from the Public Investment Program of the Republic of Srpska for
financing from the Budget in 2024, in the first nine months of 2024 were recorded
in the amount of 65.1 million KM.
Foreign debt was regularly serviced in the period
covered by the report and 335.4 million BAM was allocated for these needs.
Continuous amortization of internal debt continued and 407 million was
allocated from regular budget funds.
At today's session, the Government adopted the Debt
Management Strategy of the Republika Srpska until 2027. This document sets out
the medium-term goal and plan of activities in the area of debt management
that the Government of the Republika Srpska intends to implement in the medium
term. The implementation of the above measures and activities will ensure the
desired structure of the debt portfolio, taking into account the cost and risk
preferences of the Government of the Republika Srpska.
The main objective of borrowing and debt management of
the Republika Srpska is to secure the financial resources necessary for the
execution of the budget of the Republika Srpska, financing approved investment
projects, and refinancing the observed debt at the lowest costs and an
acceptable level of risk.
The Government of the Republika Srpska has considered
the Information on the obligations arising from the process of accession to the
European Union for Bosnia and Herzegovina and the Republika Srpska with a
review of the measures and activities implemented during 2024.
The Ministry of European Integration and International
Cooperation, in the capacity of the coordinator
of the European integration process in Republic of Srpska, prepared this
document in order to provide the Government and the National Assembly of the
Republic of Srpska with a comprehensive overview of the results achieved in the
field of integration policy, analytics and reporting within the framework of
the relevant process; harmonization of the RS legislation with the acquis of
the European Union and the practice and standards of the Council of Europe;
funds and development assistance of the European Union; translation and
training provided due to the needs of the European integration process.
The information contains an overview of the activities
carried out in 2024 within the framework of the development of the Working
Material for the BiH - EU Integration Program, as well as an overview and
assessment of the results achieved in implementation of the coordination system
of the European integration process in BiH.
The information lists that in the course of 2024, a
total of 262 regulations went through the process of harmonization and
assessment of conformity, in connection with the harmonization of the
legislation of the Republic of Srpska with the EU acquis and the practices and
standards of the Council of Europe.
The Government accepted the Information on completion
of implementation of the project ''Socialization of Children of the Republic of
Srpska 2024''. In 2024, 2,025 persons have been covered with program, out of
whom 1,586 are children and 439 adults (professional staff, educators and
accompanying parents). The project was implemented in the period from 1 June to
24 September 2024 in 13 shifts.
The Public Institution for Children’s Protection of
the Republic of Srpska is implementing the Program "Socialization of
Children of the Republic of Srpska" for twenty-two years, as defined by
the Law on Children’s Protection. Over 40,000 persons have participated in the
Project so far, namely children from the most vulnerable categories, as well as
adults, educators, professional staff, and parents who accompany children with
development disabilities.
The project covers children from across the Republic
of Srpska whose upbringing is thwarted by unfavorable family, social and
material conditions, health and developmental problems. Together with talented
children and winners of school children’s RS and state competitions, they spend
ten, or eight days on the inclusive basis at the Youth Hostel "Užice"
in Bečići on the Montenegrin coast.
The Government of the Republic of Srpska has reviewed
the provisions of the Special Collective Agreement for Employees in Public
Institutions in Healthcare system and accepted it. The Government authorized
the Minister of Health and Social Welfare Alen Šeranić to sign, on behalf of
the Government of Republic of Srpska, a Special Collective Agreement for
employees in public healthcare institutions.
The Government reached a decision to change the name
of the “Gender Center of Republic of Srpska” to Center for Equality and Equal Gender
Rights of Republic of Srpska.
The Constitutional Court of Republic of Srpska, pursuant
to its decision of 30 October 2024, determined that the term/word
"Gender" in the Decision on establishment of the Gender Center of Republic
of Srpska (“Center for Equality and Equal Rights of Genders of Republic of Srpska”)
was not in accordance with the Constitution of Republic of Srpska.
The Government adopted a Decision on Development of Digital
Strategy for Republic of Srpska.
The strategy will establish a framework for further
development of e-government, digital identities, science and research in the
field of ICT technologies and digitalization of key sectors, namely: public
administration, judicial sector, healthcare sector, energy sector, financial
sector, education sector, culture sector, media sector, utility sector and food
and water sector, which, together with a special strategic framework for
information security, will create the prerequisites for realization of the
vision of a more dynamic, efficient and secure development of ICT technologies
in the Republic of Srpska.
The Government also adopted a Decision on development
of the Information Security Strategy of the Republic of Srpska.
The Strategy is an integrated sectoral document that
defines goals, priorities and measures aimed at rapidly ensuring a high level
of protection of the cyberspace of the Republic of Srpska, as well as
resilience to computer security threats and incidents on critical, key and
other information and communication infrastructure.
The purpose of the Strategy is to offer a stable
framework for further development of the information society by establishing
clear guidelines for information protection, risk management and compliance
with relevant standards, thereby ensuring the strengthening of the system's
resilience to threats, increasing the security of business processes and
preserving the cyberspace of Republic of Srpska.
