The Government of the Republic of Srpska adopted during its second session the Draft Law on Changes and Amendments to the Law on
Energy upon urgent procedure.
The reasons for adopting the amendments to the Law on
Energy are the need to introduce a new activity of electricity storage in this
regulation, which defines activities in the energy sector and helps regulate exemptions
from obtaining a storage permit. The current Law which entered into force in
2009 and subsequent amendments from 2023 did not address this activity while the
Law on Electricity did not address this activity either. Rapid expansion of
electricity production using solar panels, the effects of which are better
exploited by possible energy storing using battery systems and better
availability in terms of reducing the price of batteries, led to the need to
enable the use and regulate this area. The amendments to the Electricity Law
introduce a new storage activity, and it was necessary to prescribe the same in
the Energy Law, in the part where all energy activities are listed. In addition
to the above amendments related to the electricity storage activity, the
amendments prescribe the possibility for the National Assembly to designate a
project of special importance for the Republic of Srpska.
The Government adopted a Regulation on the amount of
the fee for the use of road land.
The reason for adopting this regulation is to
determine the amount of the fee that legal entities, entrepreneurs and natural
persons as users pay based on the lease of road land for public roads, except
for local roads and streets in settlements. Road land is provided for use for a
fee for the purpose of carrying out related activities such as catering, trade,
gas stations and other activities. The fee for the use of road land is
calculated per square meter of road land area, and if road land that forms part
of a cadastral plot is provided for use on a lease basis, the road manager is
obliged to determine the area of the part of the road land that is provided
for use and to determine the fee for the area thus determined. It is also
stipulated that the relations between the road manager and the user are
regulated by a lease agreement.
The Government has adopted a Decree amending the
Decree on the amount of the fee for connecting to a public road and
constructing facilities in the road and road protection zone.
The reason for adopting this decree is to prescribe
the amount of the fee for issuing a construction permit in cases where newspaper
stands, substations, all types of transmitters, garages, porters, etc. are
built or installed in the protection zone of a main and regional road, for
which the amount of the fee was not prescribed by the Decree. It has also been
established that, when issuing a permit for the construction or extension of
facilities, the fee is calculated depending on the area of the construction
land, which is not favorable for users, and the amendment to the Decree
stipulates that the fee is calculated depending on the construction area, which
is a much more favorable calculation for users. It was also necessary to
precisely define certain terms and to provide for a fee for issuing consent for
the connection of a temporary access road as an access to the construction
site.
The Government of the Republic of Srpska has adopted
the Information on Implementation of the Basis of the Social Welfare Program
for Workers for 2025.
According to the Budget and the Budget Rebalance for
2025, the plan to allocate funds in the amount of BAM 800,000.00 for social
welfare of workers who have lost their jobs due to the bankruptcy,
privatization and liquidation of the companies in which they worked, out of
which 750,000.00 is designated for the payment of contributions for pension and
disability insurance, and 50,000.00 for payment of contributions for
unemployment insurance.
In the 2025 Budget, at the proposal of the Commission,
the Government of the Republic of Srpska issued four decisions within this
program, and BAM 747,986.19 had been spent on the payment of pension and
disability insurance contributions for 313 workers from 24 companies.
In the period from 2004 to the end of 2025, total
funds paid for implementation of the Social Care Program for Workers amount to BAM
216,921,245.22. These funds were used to provide social welfare for 72,685
workers from 555 companies, of which 8,097 workers from companies that are in
the process of privatization, bankruptcy and liquidation were able to exercise
their right to old-age pension through a Public Call. Excluding the amount of
the return of funds from the bankruptcy estate, in the period from 2004 to 2025,
funds in the amount of BAM 190,071,404.75 were allocated from the Budget of the
Republic of Srpska for social welfare of workers.
The Government of the Republika Srpska adopted the
Information on the necessary funds for construction, rehabilitation and
reconstruction of primary and secondary schools in Republic of Srpska and
tasked the Ministry of Education and Culture and the Ministry of Finance to
provide additional funds in the amount of BAM 940,000.00 in the 2026 Budget for the purpose of reconstrcuction and rehabilitation of primary and secondary schools in Republic of Srpska.
The funds will be used for extension of the
building of the "Petar II Petrović Njegoš" primary school in Bileća
(600,000.00), for rehabilitation and reconstruction of the wet rooms in
the building of the "Nikola Tesla" Electrical Engineering School in
Banja Luka (300,000.00) and for construction of a connecting hall between the school building and the sports hall of the "Petar Kočić"
Secondary School Center in Srbac (40,000.00).
The Government adopted the Decision on granting consent to the Ministry of Family, Youth and Sports to the
Expenditure Plan for the period from 1 January to 31 March 2026, in total
amount of BAM 699,000.00, which will be allocated for the interest rate subsidy
for housing loans to young people and young married couples.
The Government of the Republika Srpska accepted
the Information on the need to provide funds for the preparation of a report on
the geological surveys conducted in the Trgovska Gora case.
The Government of the Republika Srpska instructed the
Ministry of Finance to provide funds in total amount of ABAM 150,000.00 for
the purposes of preparing a report on the geological surveys conducted in the
territory of the Republika Srpska in the Trgovska Gora case.
The Government of the Republika Srpska instructed the
Republic Institute for Geological Research and the Ministry of Energy and
Mining, as the competent ministry for the work of the Republic Institute for
Geological Research, to inform the Government of the Republika Srpska about the
implementation of the funds.
The Government instructed the Ministry of Spatial
Planning, Construction and Ecology to coordinate the activities of drafting the
Elaborate on the geological research conducted in the territory of the
Republika Srpska in the case of Trgovska Gora, as an expert mechanism to
permanently prevent the construction of a storage and disposal site for
radioactive waste on Trgovska Gora.
