Second Solid Waste Management Project Pursuant to the Decision of National Assembly of the Republic of Srpska no 01-893/09 dated June 2, 2009. Republic of Srpska accepted borrowing from World Bank – International Development Association (IDA) in the amount 6,750,000 USD and International Bank for Reconstruction and Development (IBRD) in the amount of 11,250,000 USD toward costs of Second Solid Waste Management Project.
The Government of Republic of Srpska contributes with 1,575,000 USD for the Project co-financing. The Project became effective on May 22, 2010 while the closure has been extended to February 28, 2016.
The overall project development objective i s to improve the availability, quality, environmental soundness, and financial viability of solid waste management services in participating utilities/regions.
The Project has been implemented by public utility companies which are responsible for managing regional landfills, while Ministry of physical planning, civil engineering and ecology of Republic of Srpska, through Project Management Unit, provides support for the project implementation.
Agreement stipulates on-lending of credit/loan funds to utility companies participating in the project implementation. Subsidiary credit agreements has been signed by four regions, i.e. four utility companies: JP „Regionalna deponija“ d.o.o. Zvornik, „Komunalne usluge“ a.d. Prijedor, JP „DEP-OT“ d.o.o. Banja Luka i JP „EKO-DEP“ d.o.o. Bijeljina. Pursuant to the credit/loan agreement for Second Solid Waste Management Project, regions care eligible to participate in the program if: minimum of three municipalities with declared interest in cooperating in solid waste management, participating municipalities have a minimum aggregated population of 100,000, inter-municipal board established, regional solid waste management company established, site selected for regional sanitary landfill and municipal guarantees secured. Public utility for landfill management in Banja Luka has completed project activities and it is expected that PU in Bijeljina and PU will also complete their respective activities soon. PU in Zvornik has planned to finish activities by September 2015.
IPA 2010 - rehabilitation and construction of the landfill in Ramići
European Commission approved a donation from the IPA Fund for 2010 in the amount of EUR 2,854,000 which has been agreed through the Agreement signed on 24th July 2012 between the European Commission, BiH and the World Bank. In this sense, the Ministry performs monitoring and control of all activities, that is, construction work on rehabilitation of the Regional landfill Ramići, construction of waste disposal sanitary cell and construction of gas collection system as well as supervising over the aforesaid works. The amount of BAM 1,337,631.14 was invested in this project in 2014.
„Bosnia and Herzegovina Energy Efficiency Project” (BEEP)
The Republic of Srpska Government adopted the Decision on acceptance of the proceeds for the “BiH Energy Efficiency Project” financed from the funds of the World Bank – International Development Association (IDA) in February 2014, and the Decision was then adopted by the Republic of Srpska National Assembly at the Session held on 29th April 2014. Due to partial change of the crediting terms by the World Bank (interest rate was increased by 0.15% for one portion of the funds) and the Republic of Srpska National Assembly adopted the Amendment to the Decision on acceptance of the proceeds on 18th February 2015. Republic of Srpska signed the Credit Agreement with the World Bank - International Development Association on 18th March 2015. The value of the Project for Republic of Srpska is 12.8 million USD (40%).
Project Steering Board was appointed by the Republic of Srpska Government Decision and the Board consists of the ministers (or other persons appointed by the minister) from the following ministries: Ministry of Physical Planning, Civil Engineering and Ecology (Chairman), Ministry of Education and Culture (Member), Ministry of Health and Social Welfare (Member), Ministry of Finance (Member) and Ministry of Industry, energy and mining (Member).
As the institution responsible for implementation of the Energy Efficiency Project in Republic of Srpska, the Ministry of Physical Planning, Civil Engineering and Ecology of Republic of Srpska has been actively working on implementation of preparatory activities for the Project implementation. The World Bank has officially declared the Project effective as of 27th May 2015, thus meeting all the requirements for commencing implementation of the activities planned under the Project in the upcoming period.
Regional Energy Efficiency Project (REEP) - EBRD
European Bank for Reconstruction and Development (EBRD) implements the Regional Energy Efficiency Project (REEP) involving the Western Balkans countries, and which encompasses providing technical support for creating conditions for development of ESCO market, adoption of regulations and strengthening capacities. The Ministry was involved in its implementation through participation in the working group formed pursuant to the Republic of Srpska Government Decision dated 6th February 2014.
In cooperation with the European Bank for Reconstruction and Development, the Ministry of Physical Planning, Civil Engineering and Ecology of Republic of Srpska organised the workshop on “Implementation of ESCO model in the public sector in Republic of Srpska”, held on 19th January 2015 in Banja Luka. Within the project activities, consulting firm “Economic Consulting Associates” from London developed a proposal of ESCO model for Republic of Srpska presented at the aforementioned workshop and a discussion was opened with business entities, banks, public institutions and other potential participants on advantages and disadvantages of the very model, as well as the possibilities for its practical application.
Under REEP, EBRD will secure technical assistance to Republic of Srpska in terms of delivering recommendations for development and adjustment of the programme (software tool) to the requirements of performing calculation of energy performance of buildings whilst meeting the requirements planned by the Calculation Methodology for calculation of energy performance of buildings for Republic of Srpska stipulated by the Regulation officially adopted in April 2015 (Republic of Srpska Official Gazette, edition 30/15).
GIZ Energy Efficiency Project
The Ministry is involved in implementation of the Project “Energy efficiency consultancy in BiH” financed on the basis of the Agreement on Technical Assistance between the Governments of the Federal Republic of Germany and Bosnia and Herzegovina, and the Project is implemented by the German Agency for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH), GIZ. Objective of the Project is providing technical assistance while developing the legislative framework within the scope of energy efficiency and establishing a comprehensive, transparent and efficient online information system for energy efficiency in Republic of Srpska. The three regulations of Republic of Srpska, governing the energy efficiency area, were prepared with financial and technical support provided through this Project. The regulations come into effect as of the 1st January 2016 because it is necessary to allow the time required for organising trainings and acquiring necessary licences.
