The Republic of Srpska Government has adopted the following strategic plans:
Energy Balance
Law on Energy (Official Gazette of the Republic of Srpska, no. 49/09) stipulates that the Government shall adopt an annual energy balance to plan total energy needs, energy sources and types of energy as well as the method and measures to meet those needs. Energy balance is prepared annually and represents annual energy needs.
Regulation on Energy Balance ("Official Gazette of the Republic of Srpska", no. 102/10) stipulates the contents of the energy balance, as well as a method to collect the data needed for preparation of the energy balance of the Republic of Srpska.
In accordance with the Regulation on Energy Balance, the Ministry of Industry, Energy and Mining shall annually publish a list of entities (energy operators) required to submit data for preparation of the energy balance.
Studies on biomass and solar energy
The Republic of Srpska has significant quantity of electricity produced from renewable sources.
According to the methodology of the Energy Community to calculate binding targets for 2020, the share of renewable energy in final energy consumption in 2009, is 34%. In terms of share of energy generated from RES in the gross final consumption in the Republic of Srpska, a binding target for 2020 is 40%.
Share of RES in final consumption in 2009 (according to the RS Energy Development Strategy up to 2030) was about 40 %.
- High share of “traditional” RES - firewood and large HPPs
- Share of “modern” RES is negligible - SHP about 66.4 GWh
Since no diversification of resources is provided, in order to create the basic prerequisites for the use of other resources, a range of activities was initiated:
- BiH Study on possibility of usage and promotion of solar energy development was prepared from donor funds of Government of Spain;
- RS Study on assessment of electricity and heat generation from biomass final report was prepared in cooperation with Assembly of European Regions;
RS Energy Development Strategy up to 2030
At its 16th session held on March 15, 2012, the National Assembly of the Republic of Srpska adopted Draft Energy Development Strategy of the Republic of Srpska up to 2030.
Energy Development Strategy up to 2030 in a comprehensive manner designed development of the energy sector based on the principles of sustainable development, reliance on domestic resources using renewable energy sources as much as possible to meet own energy needs, encouraging the introduction of energy efficiency measures etc.
The strategy is prepared in accordance with world's best practice, taking into account the global world trends in energy, legislation of the European Union, energy policy of the Republic of Srpska and recommendations of the institutions of the Republic of Srpska.
Strategy presents sectors of coal, oil, gas, electricity, renewable energy, energy efficiency, thermal energy, etc. in different scenarios for a period of 20 years.
It consists of three documents:
- RS Energy Development Plan up to 2030 that shows and analyzes the results and options of energy development of the Republic of Srpska
- RS Energy Development Strategy up to 2030 is a set of goals and measures for the implementation of the energy policy of the Republic of Srpska Government, given in strategic and specific goals for certain parts of energy
- Action Plan for the Implementation of the Strategy defines measures, activities, institutions and entities in charge of the implementation of the above measures and activities in accordance with established timeline.
Energy Efficiency Action Plan of the Republic of Srpska up to 2018
The adoption of the Energy Efficiency Action Plan of the Republic of Srpska is set forth by the Law on Energy Efficiency.
The Action Plan analyzes final energy consumption in the residential sector, service sector, industry and transport, and identifies indicative targets for energy savings in each of these sectors.
The proposed energy efficiency improvement measures are given for each sector, together with estimates of the required financial resources and funding sources, with a view to achieve defined indicative targets.
The emphasis in the Action Plan was put on:
- adoption of remaining secondary legislation necessary for full implementation,
- adoption of legal solutions in the field of energy efficiency, promotion of energy efficiency in order to raise awareness about the importance of energy efficiency through campaigning and education programs.
Energy efficiency improvement measures outlined in this Action Plan envisage for the Republic of Srpska by the end of 2018 to realize savings in final energy consumption in the amount of 9% of the average final energy consumption in the Republic of Srpska from 2006 to 2010.
The Action Plan is prepared in accordance with Directive 2006/32/EC of the European Parliament on energy end-use efficiency and energy services, and recommendations made by the Energy Community Secretariat.
Strategy and Policy of Industrial Development of the Republic of Srpska for the period 2016-2020
Strategy and Policy of Industrial Development of the Republic of Srpska for the period 2016–2020 (hereinafter referred to as: the Strategy) is a new strategic document that defines the priorities and strategic goals of the industrial development, as well as the ways of their implementation in the period from 2016 to 2020.
The strategy is in line with the EU industrial policies, the goals of the Europe 2020 Strategy and the South East Europe 2020 Strategy, and various other documents and recommendations of international organizations and projects related to industry.
The purpose of the Strategy development is to define, based on the analysis and realistic assessment of the available capacities, development advantages and limiting factors of the Republic of Srpska industrial development:
- main priorities of industrial develoment,
- development goals and programs
- instruments and institutions to support industrial development.
The research in the Strategy development encompassed a systematic analysis of existing literature, primarily strategic development documents of neighboring countries, which deal with industrial development and industrial policies of the European Union, as well as analysis of existing and implementation of new statistical and expert researches.
To identify the industrial development limitations, 180 companies operating in the field of industry were surveyed, which are significant in terms of their income and number of employees, as well as for the local community they operate in, taking into account their presence on the territory of the entire Republic of Srpska.
In addition, a survey of the local communities of the Republic of Srpska was conducted with a view to identifying the biggest problems encountered by companies operating in the field of industry on their territory, as well as to identifying measures that the local community has so far undertaken and those that it intends to undertake in the future.
