The Ministry is managed by the minister. The minister represents the Ministry, makes regulations and decisions and administrative and other individual matters, decides on rights and responsibilities of employees in the Ministry and decides on other matters from the competency of the Ministry. The minister is responsible to the Prime Minister, to the Government and the National Assembly for work of the Ministry and the situation in the fields from the competency of the Ministry.
The minister has assistant ministers, which are responsible for their work to the minister. An assistant minister manages the field of work of the Ministry for which a department is formed. An assistant minister is appointed by the Government for a period of five years, and in accordance with the law which regulates the position of civil servants.
Minister has a secretary. The secretary of the Ministry assists the minister in managing of personnel, financial, informatics and other matters and in harmonizing of work of internal units of the Ministry and cooperates with other organs. The secretary of the Ministry is appointed by the government for a period of five years, in accordance with the law which regulates the position of civil servants.
