The Ministry of European
Integration and International Cooperation performs administrative and other
expert tasks related to the following: monitoring implementation of the
Stabilization and Association Agreement (hereinafter: the SAA), fulfilling
obligations arising from the SAA and reporting thereabout; implementing and
coordinating activities on fulfilment of obligations in the EU association and
accession process within Chapters 1, 3 and 22 of the Acquis Communautaire of
the European Union and Political Criteria; coordinating RS administrative
authorities in implementing the activities in the field of European integration
in compliance with RS regulations; coordinating actions by RS representatives
in joint bodies of the EU and BiH established based on the SAA, and monitoring
analytically their work; preparing RS institutions intersectorally and
coordinating participation of RS representatives throughout all the stages of
the EU pre-accession and negotiating process; preparing and reviewing strategic
documents and action plans related to the fulfilment of obligations in the
European integration process; establishing and coordinating cooperation with
other bodies in BiH, and institutions, agencies and bodies of the EU, its
Member States, candidate and potential candidate countries in the EU
association and accession process; coordinating harmonization of RS legislation
with the regulations of the European Union and the practice and standards of
the Council of Europe; participating in the preparation of normative acts aimed
at their harmonization with the regulations of the European Union and the
practice and standards of the Council of Europe; coordinating preparation and
monitoring of RS plans and programs of harmonization of RS legislation with the
EU Acquis and the practice and standards of the Council of Europe; providing
expert support to RS administrative authorities and other RS institutions, and
coordinating their participation in the process of harmonization of
legislation; cooperating with the working bodies of the National Assembly in
the field of harmonization of RS legislation with the Acquis Communautaire of
the EU and the practice and standards of the Council of Europe; translating and
coordinating translations for the purpose of the European integration process;
organizing and coordinating operationally the activities of RS administrative
authorities and other RS institutions aimed at ensuring adequate participation
of the RS in programming of the funds of the European Union and other donors
available to BiH; coordinating activities of RS administrative authorities and
other RS institutions in the implementation of projects within funding programs
of the European Union and other donors; cooperating with the institutions of
BiH and EU in BiH for the purpose of RS participation in the pre-accession and
accession funds of the European Union; proposing measures for the improvement
of BiH/RS absorption capacities within the available support programs;
encouraging development and improvement of cross-border cooperation; planning
and organizing trainings in the field of European integration; preparing and implementing
a General Professional Development Program in the field of European
integration; drafting and issuing publications in the field of European
integration; monitoring work of BiH mixed committees for cooperation with
foreign countries, and coordinating participation of RS representatives in
their work; improving regional and institutional cooperation with regions of
Europe and the world, and cooperation with domestic institutions; initiating,
preparing and proposing agreements and protocols on the establishment and
development of interregional cooperation, and monitoring their application;
keeping the register of agreements, protocols and memorandums of cooperation
with foreign entities; participating in the preparation of international
cooperation agreements; coordinating RS representation abroad; adopting
regulations on organization and operation of RS economic representative offices
abroad; monitoring implementation of work programs and plans of economic
representative offices, and taking measures and activities for their
coordinated and more efficient work; activities in the field of RS relations
with the diaspora; coordinating activities of RS administrative authorities in
the field of cooperation with the diaspora; coordinating activities within RS
membership in the Assembly of European Regions; cooperating with domestic,
regional and international organizations and institutions; cooperating with
international organizations for the purpose of coordination of donor
assistance; keeping the register of donations in the public sector;
coordinating activities on the preparation of reports and other documents
relevant for the fulfillment of obligations of RS institutions connected with
BiH membership in international organizations; coordinating RS administrative
authorities in the field of drafting and monitoring the implementation of the
measures foreseen by the UN Development Assistance Framework, through
participation in the work of joint working bodies; cooperating with specialized
UN agencies; issuing opinions on the acts of the UN; issuing opinions on the
participation and coordination of participation of RS administrative
authorities in UN projects in BiH; coordinating RS administrative authorities
in the field of implementation of BiH post-accession obligations arising from
membership in the Council of Europe and cooperating with the bodies of the
Council of Europe; issuing opinions on the acts of the Council of Europe;
drafting laws and bylaws within the competence of the Ministry and other tasks
in accordance with the law.
