The Minister of Administration and Local Self-Government of the Republika Srpska, Senka Jujić, attended today the conference entitled "Improving the work of local self-government units with the help of CAF", which was held in Bijeljina.
In her opening address, Minister Jujić pointed out that one of the activities carried out in the previous period by the Ministry of Administration and Local Self-Government, in cooperation with the Agency for State Administration of the Republika Srpska and the Association of Municipalities and Cities of the Republika Srpska, within the framework of the project of Municipal Environmental Management and economy of the United Nations Development Program in BiH, was the introduction of the CAF standard for quality management in local self-government units and the development of CAF for local self-government units as an auxiliary tool to the CAF 2020 self-assessment guidelines.
"Local self-government development strategy in the Republic of Srpska for the period 2023-2029. year, through the 3rd strategic goal, established the priority "improvement of management and organization of local administrations", within which the introduction of the CAF model in local self-government units is foreseen. CAF is a common framework for quality assessment that is used in the public sector as a tool for self-assessment of the institution," said Minister Jujić and reminded that it was developed by the administration of European Union countries, that it is a free, simple and publicly available model for improving the work of organizations in the public sector. .
CAF was piloted in two local self-government units, the cities of Prijedor and Prnjavor, and today the conference participants had the opportunity to learn about the experiences and challenges in applying this tool.
"The city of Laktaši and the municipalities of Šamac and Teslić are also in the pilot program and in the coming period CAF will implement these local self-government units as well", pointed out Minister Jujić, expressing her belief that the local communities that decided to implement CAF in their organization, in the future will have long-term benefits through the improved quality of functioning of city and municipal administrations and also the services they provide to citizens.
Mayors and heads of municipalities, officials of city and municipal administrations, representatives of the Union of Municipalities and Cities of the Republic of Srpska, the Agency for State Administration of the Republic of Srpska, and the United Nations Development Program in BiH (UNDP) participated in the work of the conference in Bijeljina.
