The Government of Republic of Srpska holds 51st session

The Government of Republic of Srpska approved today at its 51st session held in Banja Luka the Proposal of the Law on Residence and Abode in Republic of Srpska.
The rationale for getting this Law through is related to the necessity to overcome the legal gap and the current situation which was generated due to failure to adopt this Law at the level of BiH and to regulate this matter in more detailed manner. 
The proposed Law creates the legal framework which would on one hand enable all citizens to exercise their rights granted by the Constitution and on the other would make it possible for all relevant bodies to apply its legal and constitutional competences. 
The failure to adopt the Law on Residence and Abode of Citizens in Bosnia and Herzegovina as one of crucial legal acts which enables citizens to exercise their rights granted by the Constitution, led to uncertainty and legal insecurity.
As it was reasonable to expect that the Law on Residence and Abode would not be adopted at the level of BiH any time soon, the RS Government began to work on the Law on Residence and Abode in Republic of Srpska in order to enable the RS citizens to exercise their constitutional rights in full capacity.  
The Government considered and acknowledged the Information Note with regard to participation and representation of the Republic of Srpska within the Regional School of Public Administration (ReSPA).
For the purpose of equal representation of Republic of Srpska at the managerial level, the Government of Republic of Srpska has requested the BiH Council of Ministers to nominate the representative of the RS to the Managing Board of ReSPA (a minister or senior civil servant).
The Government of Republic of Srpska is supporting the establishment of equal status of all levels of governance in Bosnia and Herzegovina and in that sense full capacity representation of Republic of Srpska in all joint bodies which are to be established in the Regional School of Public administration (clusters of practitioners, networks, etc.).
The Ministry for Economic Relations and Regional Cooperation and the Ministry of Administration and Local Self-Government were instructed to propose one candidate each who would together with the designated civil servant from the RS Civil Service Agency be responsible for coordination and implementation of activities during cooperation with the Regional School of Public Administration.         
The Government of Republic of Srpska acknowledged the Information Note on the project “Strengthening the structures for youth empowerment and participation in BiH“ for the area of Republic of Srpska.
The main goal of the project “Strengthening the structures for youth empowerment and participation of the youth in BiH“, is to increase the level of cooperation among all involved in the work with young people and to develop long term solutions and better functioning of bodies which represent the interests of the young people and to support youth participation in democratic processes which should facilitate coordinated care for the young and create the youth policy.
This three year Project is being realized in the period from January 1.2014 until December 31, 2016 in Republic of Srpska and in Federation BH and for its implementation the European Instrument for Democracy and Human rights allocated  200,000.00 euros out of which 120,000.00 euros for realization of activities in Republic of Srpska. 
Ministry of Family, Youth and Sports shall co-finance the Project in the amount of 12,000.00 euros (23,469.96 КМ), and would actively take part in preparation of the project, realization, evaluation, and monitoring of the activities executed in Republic of Srpska.
The Government took note of the Report on the number of registered boats on inland waters in Republic of Srpska and the number of persons who were trained to manage boats in 2013.
The Government accepted the Information Note on implementation of Program on prevention of equine infectious anaemia (ИАК) in Republic of Srpska in 2013.
The Government adopted the Information Note on realization of the Study on Classical Swine Fever in Republic of Srpska in 2013.
The Ministry of Agriculture, Forestry and Water-Management has been instructed to proceed with the activities which began in 2014 through implementation of the Study on Classical Swine Fever and simultaneous immunization (vaccination) of domestic swine. 
The Government accepted the Information Note on compulsory “zero census” of households and big bovine in Republic of Srpska.
The Ministry of Agriculture, Forestry and Water-management has been instructed to propose the Action Plan to the Veterinary Office of BiH with precise stakeholders, modes of financing and deadlines for successful realization of “zero census” of households and big bovine in Republic of Srpska and in BiH.  
The Ministry of Agriculture, Forestry and Water-Management has been instructed to organize the “zero census” of households and big bovine in Republic of Srpska through authorized veterinary organizations starting in June 2014.
The Government adopted the Information Note on implementation of Strategy for Prevention and Eradication of Brucellosis in Republic of Srpska in 2013. 
The Ministry of Agriculture, Forestry and Water-Management has been instructed to manage continuation of the activities related to vaccination of small ruminant in 2014 and to regularly report to the Government about realization of those activities. 
The Government adopted the Action Plan for implementation of the Strategy for Prevention and Eradication of Brucellosis in Republic of Srpska in 2014.  The Ministry of Agriculture, Forestry and Water-management was tasked to implement the activities from the Action Plan and to report to the Government about implementation of those activities. 
The Government approved the Proposal of the Demining Plan for 2014 –Phase XVI.
The Government passed the Decision accepting the liabilities of Republic of Srpska toward the Government of Republic of Austria through the UniCredit Bank Austria AG upon the Project of  modernization of East Sarajevo University, Phase II –A, in the amount of 10,000,000 euros.
The aim of the Project is modernization and equipping of East Sarajevo University in order to improve quality of academic teaching so it could be included in modern scientific research in Europe and the world.
This loan is intended for the purchase, transport and delivery of teaching and research equipment, machines, and other devices needed for holding lectures, the installation, training of the academic staff and construction works. 
The funds shall be used for the purchase of more modern equipment for East Sarajevo University, for the construction works on the Students Home in Foca including the arrangement of the surroundings and renovation of the Orthodox Theological Faculty in Foca.   
The Government passed the Decision providing the consent for realization of "Water Supply and Sewage Project in Sipovo municipality".
The estimated value of the Project is 1,534,000 euros and would be financed with a 767,000 euros loan from the European Investment Bank while the remaining funds would be facilitated through the international grants and participation of the municipality.
The general aim of the Project is to improve the water supply system and the system of collection and removal of waste waters and rain waters in the municipality of Sipovo. This aim shall be achieved through reconstruction and rehabilitation of the system which would guarantee enough quantities of drinking water of sufficient quality and safe collection and removal of waste waters and rain waters.
The Project would improve the hygienic, health and general conditions of living on the wider territory of the municipality which up to date had no adequate system of water supply and of drinking water quality whereas major improvement would occur in quarters with no sewage system built.
The Government approved the allocation of KM 100,000.00 for reconstruction of the maternity  hospital in Zvornik.
