Government of the Republic of Srpska passed the
Decision on the guarantee program of economic support for mitigating the
consequences of the pandemic of the coronavirus.
Having passed this decision, the Government has set up
a guarantee program of economic support as one of economic measures to mitigate
the consequences of the pandemic of coronavirus and prevent greater economic
damage due to coronavirus epidemic. The goal of the Guarantee Program is to
facilitate access to financial resources for micro, small and medium size enterprises
by issuing a guarantee for securing receivables on a loan approved by a
financial organization, i.e. by providing partial protection against the credit
risk of those companies which increases due to the epidemic.
The maximum amount of the guarantee of Republic of Srpska
at the level of secured loan portfolios within the Guarantee Program is BAM 50,000,000
and financial organizations can approve loans up to 238,000,000 for the
realization of the Guarantee Program. The maximum loan amount for
micro-enterprises is up to BAM 30,000, for small enterprises up to BAM 100,000 and
for medium-sized enterprises up to BAM 250,000.
The Government of the Republic of Srpska has accepted
the donation from the European Joint Fund for the Western Balkans for financing
of the Corridor Vc - Part I Project in total amount of EUR 12,900,000.
The funds are intended to co-finance the Project funded
by the European Bank for Reconstruction and Development to co-finance the
construction of:
1) two interchange of the Motorway in Johovac (Tovira)
and Rudanka (Kostajnica),
2) sections of the Motorway in the length of 6.1 km
between those two interchange and
3) a two-lane access road of about 1 km for the
connection of the existing main road including the crossing over the river Bosna.
Donation is realized through the EBRD in accordance
with their current procedures.
The Government of the Republic of Srpska accepted the
Information on the request of the Trade Union of Health and Social Welfare of
the Republic ka Srpska to extend the validity of the Special Collective
Agreement applying to the employees in the health sector and authorized the Minister of Health and Social
Welfare to sign the Agreement on Extending the Special Collective Agreement for
employees in the field of health ("Official Gazette of the Republic of
Srpska", No. 72/16, 111/16 and 19/19), which will be concluded by the
Government of the Republic of Srpska and the Trade Union of Health and Social
Welfare of the Republic of Srpska.
The position of the Trade Union is that due to emergency
situation in Republic of Srpska and since the epidemiological situation was
deteriorating, it was not realistic to negotiate new collective agreement.
Considering that it is necessary to ensure the
validity of the act which regulates the employment status of workers employed
in health care, the Ministry of Health and Social Welfare has proposed that in
accordance with Article 252, Paragraph 2 of the Labor Law and Article 35, Paragraph
3 of the Law on Salaries of Employees in Public Institutions in the Health Sector
of the Republic of Srpska, the validity of the Special Collective Agreement should
be extended until September 2, 2021.
The Ministry of Health and Social Welfare of the
Republic of Srpska has been commissioned to continue, after the adoption of the
Decision on the termination of the emergency situation in Republic of Srpska in accordance with the Conclusion No.
04 / 1-012-2-2398 / 19 of September 26, 2019, working through the appointed
Working Group for analysis and harmonization of amendments to the Law on
Salaries of Employees in Public Health Institutions in the Health Sector and
the provisions of the Special Collective Agreement regulating salaries and
benefits in the field of health, on harmonization of the amendments to the
legal regulation and the collective agreement which regulates salaries and
benefits for employees in the health sector.
The Government adopted the Information on Guidelines
for Financing the Measures for Improving Energy Efficiency in Public Buildings
in the Republic of Srpska.
The guidelines are used for the development of projects
and energy efficiency measures related to the financing of the renovation of
buildings in the public sector, from domestic sources and international
financial and development institutions in the Republic of Srpska. In the
context of financing the energy renovation of buildings in the public sector,
there is a need to regulate this segment of social development through the
establishment of a framework for financing the energy renovation of buildings
in the public sector. This financial framework aims to determine the elements
that will be used for the development and implementation of energy efficiency
projects and measures.
The Government of the Republic of Srpska has instructed
the Ministry of Spatial Planning, Civil Engineering and Ecology, Ministry of
Energy and Mining and other ministries to apply the mentioned Guidelines when
planning and implementing measures for improving energy efficiency in public
buildings.
The Government of the Republic of Srpska adopted the
Program for the control of classical and African swine fever in domestic and
wild pigs in the Republika Srpska in 2020.
The aim of this program is early detection, prevention
of spreading, monitoring, control or eradication of classical swine fever and
African swine fever, as well as the collection of relevant data to assess the situation
in relation to classical swine fever and African swine fever with regard to domestic
and wild pigs.
