The Government of the Republic of Srpska held today
its 71st regular session during which it passed the Proposal of the
Decision on revocation of the state of emergency on the territory of the
Republic of Srpska.
The Ministry of Health and Social Welfare informed the
Government that due to consistent implementation of recommended measures of the
World Health Organization and conditions created for further activities on the control
of the spread of SARS-CoV-2 virus and for the purpose of more effective
implementation of preventive measures in the community, along with continuous
epidemiological monitoring, the epidemiological situation, due to which a state
of emergency had been introduced, was brought under control.
Since daily indicators of the ratio of the number of
tested and the number of persons with a positive test results are stable and
whereas there were no overloading of the capacities of the health system in
Republic of Srpska and since there is a linear increase in the number of
infected persons, it is justified to introduce an approach that will gradually
with application of protective measures, return the life into regular functioning.
This means returning to previous activities while adhering
to the measure of physical distance and intensive implementation of measures of
respiratory hygiene and disinfection, with continuous epidemiological
monitoring and supervision of the implementation of laws and other acts.
The Government considers that preconditions for the revocation
of the state of emergency have been created and will send to the National
Assembly of the Republic of Srpska for further consideration the Proposal of
the decision on the abolition of the state of emergency on the territory of Republic
of Srpska.
The Government approved the Proposal of the amendments
to the Rule by Decree on tax measures for mitigation of economic impacts caused
by COVID-19 disease which will be forwarded to the President of Republic of Srpska
for further action in accordance with the constitutional powers.
The Government also adopted the Proposal of the Rule by
Decree on the Compensation Fund of the Republic of Srpska for consideration and
further action by the President of the Republic of Srpska in accordance with
the Constitution.
The Government approved the Revised 2020 Budget Proposal
following urgent procedure in which the total budget envelope for 2020 has been
expanded for 188 million BAM and amounts to 3.613 billion BAM.
The reason for adopting a revised 2020 budget, as a
matter of urgency, has arose from the new situation caused by the spread of
SARS-CoV-2 virus and the disease caused by the virus - COVID 19, which led to a
change in the structure and amount of budget funds and budget expenditures.
Also, there has been a change in priorities financed from the budget, with an
emphasis on addressing the increase in the needs for protection of human lives and
health in a pandemic and financing of economic stabilization measures.
The Government of the Republic of Srpska adopted the
Consolidated Report on Execution of the Budget of Republic of Srpska for the
period January 1, 2019 to 31 December 2019 according to which the budget revenues
and income were realized in the amount of 3.313,500,000 which is 100% in
relation to the 2019 budget adjustment. Expenditures and cost planned in the
budget in 2019 are stated in the amount of 3.288,600,000 which is 99% compared
to the 2019 adjusted budget.
The Government passed a Decision approving the
Instruction on the mode of organization of examinations during an emergency
situation or during a state of emergency.
This instruction prescribes the manner of organizing
exams during an emergency situation or state of emergency in the Republic of
Srpska. The instruction prescribes the obligation of the higher education
institution to record that all students who enrolled the summer semester of the
academic year 2019/2020 and who have regulated their status that they attended all
classes in the summer semester. The higher education institution will, in all
cases where possible, allow students to achieve all 100 points that they would
have under in regular conditions gain through pre-examination obligations, during
the exam, and if that is not possible, allow students to complete them later in
order to meet the conditions. to take the exam.
The Instruction stipulates that pre-examination
obligations realized in the previous period which the
validity was limited by the deadline, will be extended by the respective higher
education institution during the entire academic year 2019/2020. years.
The obligation of higher education institutions is to
apply all health recommendations of the Institute of Public Health of the
Republic of Srpska when organizing examinations and other activities related to
taking the exam.
By the Government Rule, higher education institutions
are obliged to organize five examination sessions: April, June-July, August,
September and October for the academic year 2019/2020 in the period from June 1, 2020 to October 30,
2020.
These exam sessions will be held in eight terms: April
- one term, June-July - two terms, August - one term, September - two terms and
October - two terms. Higher education institutions are obliged to determine the
duration and the schedule of terms.
Graduates, as well as students enrolled in graduate
and postgraduate studies according to the University Law, can also take the
exam within the stated examination rounds.
The order obliges higher education institutions, when
organizing exam deadlines and other activities related to taking the exam, to
apply all health recommendations of the Institute of Public Health of the
Republic of Srpska.
The rectors of higher education institutions, deans of
organizational units within higher education institutions and directors of
higher education institutions are responsible for the implementation of the
order.
The Government approved the Plan of allocation of funds
within the Ministry of Health and Social Welfare for the period January 1 to June
30, 2020 in the amount of BAM 400,000.00.
The approved funds will be allocated to the Public
Health Institute of the Republic of Srpska for the procurement of mechanical
ventilation devices (respirators) for the purpose of preventing and suppressing
the outbreak of corona virus (COVID-19) in the Republic of Srpska.
The Government approved the plan of allocation of funds
of the Ministry of Health and Social Welfare for the period January 1 to 30
June 2020 in the amount of BAM 3,989,700.00.
The approved funds will be allocated to the Public
Health Institute of Republic of Srpska for the purchase of 1,000,000 protective
suits and 30,000 protective masks for the purpose of preventing and suppressing
the appearance of the corona virus (COVID-19) in the Republic of Srpska.
The Government of Republic of Srpska approved the plan
of allocation of funds of the Ministry of Health and Social Welfare for the
period of January 1 to June 30, 2020 in the amount of 4,000,000.00 BAM.
