The Government of Republic of Srpska approved today during
the 70th session held in Banja Luka, the Proposal of the Rule by Decree
on Amendments to the Law on Health Insurance that would be submitted to the President
of the Republic of Srpska for further consideration in accordance with
constitutional competences.
The reason for enactment of this Decree is related to the
need to prevent the spread of the new coronavirus and coronavirus disease by
providing funding for health care of citizens of Republic of Srpska who do not
have regulated status within the terms of compulsory health insurance.
The Health Insurance Fund of Republic of Srpska shall provide funds for health care of the citizens of the Republic of Srpska
who do not have established status of an insured person in the compulsory
health insurance during the state of emergency and emergency situation in the
territory of Republic of Srpska.
Funds to cover the obligations arising from the right
to health care are provided from the budget of Republic of Srpska through respective
ministries.
The Government accepted the Consolidated Annual Report
on Establishment and Development of Internal Financial Control in the Public
Sector of the Republic of Srpska as of December 31, 2019 which was done on the
basis of the form and content of annual reports on financial management and
control and internal audit.
According to the adopted concept of the European
Commission, the system of internal financial control in the public sector
includes: financial management and control, internal audit and the central unit
for harmonization of financial management and control and internal audit.
As stated in the 2019 Report, the number of companies that
established the function of financial management and control and internal audit
in the Republic of Srpska has increased as well as the number
of certified and licensed public internal auditors in the Republic of Srpska.
The Government of the Republic of Srpska has accepted
the Information on participation of local self-government units in the financing
of in vitro fertilization in 2019.
The Government instructed local self-government units
that did not plan funds in their budgets for financing the fourth and each next
in vitro fertilization procedure, to plan funds for this purpose in budgets for
2021 and to finance those in 2020 using other budget items.
In 2019, a total of 34 local self-government units
allocated funds for those purposes and costs for financing in vitro
fertilization procedures in 2020 will be financed by 56 local self-government
units.
The importance of implementing this population policy
measure has also been recognized at the local level, given that the number of
local self-government units that allocate funds to finance in vitro
fertilization has increased.
The Government of Republic of Srpska approved the Plan
of allocation of funds within the Ministry of Health and Social Welfare for the
period from 1 January to 31 March 2020 and for the period from 31 March 2020 to
30 June 2020 in the total amount of BAM 250,000.00.
