The Government of the Republic of Srpska adopted today
during its 129th session, the Document on the 2022-2024 Framework
Budget of the Republic of Srpska (DOB) as a basis for preparation and drafting
of the budget.
The DOB is a medium-term planning document which sets
the strategic framework and upper resource limits within which the annual
budget should be prepared. It consists of the following chapters: Economic and
Fiscal Objectives, Macroeconomic Framework, Public Finances, Review of
Consolidated Budget Frameworks of the Republic of Srpska and Appendix - Review
of Consolidated Budget Frameworks of the RS according to the GFS methodology.
The Government of the Republic of Srpska has been
apprised and accepted the Information on the project "Construction and
equipping of the new facility of Trebinje Public Hospital ".
The Government agrees with the initiative of the
Management Board of Trebinje Public Hospital and the initiative of the Assembly of the City
of Trebinje to initiate activities for realization of this project. The
Minister of Health and Social Welfare of the Republic of Srpska shall be in
charge of appointing teams to prepare and monitor the implementation of this
project. The Ministry of Health and Social Welfare should prepare a feasibility
study for the construction of a new public hospital in Trebinje and in
cooperation with the City of Trebinje undertake activities to provide adequate plot
of land the construction of which will significantly improve quality and
organization of work of this health institution.
At today's session, the Government of the Republic of
Srpska also adopted the Operational Plan for implementation of the Strategy for
Monitoring of Narcotic Drugs and Suppression of Narcotic Drug Abuse in Republic
of Srpska in 2021. The operational plan includes a number of multisectoral
activities and measures aimed at reducing drug use through strengthening
primary-preventive and educational work with young people and improving the mechanism
of delaying first contact and early detection of initial drug users, ensuring
adequate health and psychosocial rehabilitation capacity and social integration
of addicts to reduce relapse. The operational plan also includes the
implementation of measures aimed at reducing the supply of narcotics, improving
the coordination of activities to combat drug abuse, improving activities in
the field of cooperation in combating drug abuse, as well as research,
monitoring and evaluation in the field of drug abuse.
During today's session, the Government passed a
Decision on establishing special interest for the real estate in the ownership
of Republic of Srpska for realization of the project of building a
"Tourist-Recreational Center in Busija", on Majevica Mountain, Lopare
municipality, which is necessary for the continuation of this project.
The construction of the "Tourist-Recreational Center
Busija" is a project of great importance for the development of tourism
and its realization in the area of Majevica and will improve the overall
tourist offer of the eastern part of Republic of Srpska. The project is planned
in three phases and the first phase foresees investment worth 7.2 million and includes
construction of many tourist facilities intended for amusement, sport and
recreation.
The Government adopted the Information on implementation
of activities related to the reform of preschool, primary and secondary
education in Republic of Srpska from January through June 2021. The Ministry of
Education and Culture shall continue to monitor implementation of measures and
activities determined by the Action Plan for the realization of the reform
processes in the field of preschool, primary and secondary education and
upbringing.
Today, the Government adopted the Information on implementation
of the procedure for granting incentives to employers that increased salaries
of their employees in the course of reporting period July-December 2020, for which
funds were paid in the amount of 4.9 million to 384 businesses that increased wages for
about 14 thousand workers.
The most significant effects of incentives in the
third accounting period refer to a 23 percent salary increase compared to the
initial salary period for enterprises that have been entitled and exercised the
right to incentives, for which around 17.2 million had been paid thus far.
In the first three reporting periods (from July 2019
to December 2020), incentives in total amount of about 13 million have been awarded
to 711 business entities operating in 45 cities and municipalities of Republic
of Srpska, and the largest amount of incentives was paid to business entities
from the processing industry in total amount of 4.8 million for 209 enterprises
The Government of Republic of Srpska passed a Decision
on the use of funds from the grant for special purposes collected on a separate
account "Fond Partner" in the amount of BAM 100,000.00.
The funds from this decision will be used for the
purchase of specialized means of transportation (a mini-van with a tank for
seed distribution and a tank for sewage removal) and the purchase of high
quality bulls for the production of seeds for artificial insemination, with the
aim of maintaining existing and improving livestock production.
The Government issued its consent to the public
company "Sume Republike Srpske" a.d. Sokolac to allocate a total of
650 m3 of coniferous timber, free of charge to the municipalities affected by
the earthquake in December 2020, namely: the municipality of Novi Grad 85 m3,
Kostajnica 360 m3 and Kozarska Dubica 205 m3.
The Government of the Republic of Srpska has made a
Decision on the use of funds from the grant for special purposes collected on a
separate account "Fond Partner" in the amount of 85,000.00 KM.
The funds pursuant to this decision will be used for production
of seeds of domestic sorts and hybrids of various types of agricultural plants
and for laboratory quality control of seeds in order to provide sufficient
quantities of quality seeds at more affordable prices for agricultural
producers in Republic of Srpska.
